Inside ephemeral memory, the DEK is unwrapped and zeroed out (`dek.fill(0)`). The connector queries the official civil registry while the local Notary verifies the TLS certificate.

PII Redaction & Ed25519 Notary Proof
Citizen names and URL IDs are redacted into `[REDACTED_ZK_WITNESS]`. The canonical response digest is signed by the pinned Ed25519 Notary key.

Multi-Check Quorum & 14-Day Quarantine
A death signal NEVER triggers immediate vault release. It enters a 14-day `CONTESTATION_WINDOW`. Users can contest clerical errors with 90-day digest immunity.

HMAC-Signed Webhooks to AdMemorium & Banks
Replay-protected webhooks notify AdMemorium (on Vercel) or enterprise bank compliance engines to execute inheritance release or fraud holds.
